Added start of SplineMerger code. Moved spline loading into full JointFCN reconfigure loop and made sure only signal splines are loaded into memory as pre-loading all of them was a huge memory hog. Fixed enumeration bug in GlobalDialList. Turned off file::function[line] tracing by default in the logger.
