Adds a simple Metropolis-Hastings sampler, use with nuismin -f MCMC.

The chi2 evaluation is probably too slow for it to be particularly
useful, but it is there if you want it.
N.B. the lhood needs a quick look so I wouldn't trust its results
yet.

Tidy up of the osc analysis sample.
