Event rate integral now uses same code as flux integral to allow fractional bin integrals. GenericFlux tests uses this, and now checks for EnuMin and EnuMax overrides passed to nuisflat. Tweaks in GENIE setup to account for poor ordering of GENIE libraries from genie-config.
