Fix 2p2h scaling for CC and NC events when generating Nieves and Empirical events with GENIE. Empirical events in GENIE are correctly normalised directly using the cross-section attached to events whereas Nieves events need scaling by the repeated splines in the file (as before). This commit removes scaling of Empirical events
