Moves configured scripts and files to a new directory in the package root. Adds nuiseventprocgen and nuisbuild helper scripts for generating and compiling dynamically instantiable samples. Adds SimpleMCStudy baseclass for ease of writing simple event processors taht work like SimpleDataComparisons, but without the data.
