first implementation of MicroBooNE CC inclusive
Add the MicroBooNE numu-Ar CC inclusive measurement, 2D in
reconstructed pmu and cos(thetamu). Note that we are forward
folding the MC truth using a smearing matrix.
The measured cross section, covariance matrix, and smearing matrix
