Fixed ANL NC1ppim scaling; was scaling with fluxHist in scalefactor and integrating out the flux which made the scaling way wrong.

Also fixed relatively serious bug where NC events in NEUT got the wrong
"state" flag for the outgoing neutrino. Should be fixed now
