Changes the rootifier for the T2K0Pi2016 Ana I data release to include the momentum overflow bins. Adds option to sample to mask out and remove those bins (add mask_mom_overflow="1" to the sample tag). Tidies up the sample generally. Seems to respond much more sensibly to MAQE variations now.
