Check for momentum violation in decays

In light of the changes to accomodate !103, a check is added to fail
decays reconstructing to momenta away from the boson momenta. These are
classified as bad_final_state.

There are test failures when eps=1e-7. As of this commit, it is not
clear if this is a valid rejection or not.
