All our current test should not be testing PHOTOS as this is an external dependency which we want to test separately. The idea of this task is to implement first tests for PHOTOS, and make sure that other test do not call for it. Tests for PHOTOS added in D99 and D111. Tests will be required for `VinciaFSR` and `SherpaPhotons` once converged. This is also related with T205.
