Introduces FSR flag and deprecates PHOTOS flag. Updated EvtParticleDecayList to use getFSR()/setFSR(). Adapted new files for FSR to use new syntax. Implemented use of neverRadCorr as originally intended.

Introduces FSR flag and deprecates PHOTOS flag.
